WASHINGTON—Cuba’s blue, red and white-starred flag rose over Washington on Monday as the two countries formally reopened their embassies and re-established full diplomatic relations, setting aside 54 years of enmity.The Cuban flag was raised at a ceremony attended by hundreds outside the limestone mansion in Washington that will serve as the country’s embassy to the U.S. Earlier Monday, a Cuban flag was placed in the main lobby of the U.S. State Department, alongside those of other countries with whom the U.S. has diplomatic ties.
